The Challenge

PROVIDING IN-DEPTH ANALYSIS OF BI AND ANALYTICS CAPABILITIES TO DEVELOP A DATA-DRIVEN FUTURE STATE

 

To support the mission of providing the best mobility solutions for the State of Georgia’s roadway commuters, the State Road and Tollway Authority (SRTA) partnered with Avaap as part of their digital transformation.

SRTA’s data resources were frequently working over capacity on less strategic tasks such as data requests and report building, taking time away from higher level analysis work. The Offices of Information Technology (IT) and Transportation Performance and Innovation (TPI) partnered to determine the current state of their combined data organization and develop a strategy to reach their goal of a data-driven state.

The Solution

STRATEGIC BUSINESS INTELLIGENCE ASSESSMENT

 

Avaap conducted a four-component strategic assessment to measure the strength of the SRTA’s Business Intelligence Program.

1. Analyzing the Current State of the Data Environment

Avaap analyzed four areas of SRTA’s data environment: data governance, technology capacity, organizational culture, and data maturity. Avaap BI experts listed key performance indicators (KPIs) to quantify how each area scored. The assessment period centered on the pain points and capabilities of these business units, including the current state of their technology systems, department size, volume of analyses, and nature of work.

2. Visualizing the Future State

Following the interviews, a review of business processes, technology systems, and full-time resources supported the context to the overall challenges that SRTA faced in becoming the data driven organization it envisioned. Together, Avaap and SRTA outlined the future state vision, including the ideal state for the organization’s data systems, business processes, and performance targets for the four areas outlined in the current state analysis. The vision document also outlined the intended experience of the data user, keeping in mind the different user groups.

3. Recommendations for the Near-Term

Near-term recommendations provided immediate strategies that SRTA could implement within a year of the data transformation kickoff, including quick wins for technology capacity, resource hires, data architecture, and data governance.

4. Long-Term Strategies for Growth

Avaap provided SRTA with a full data business plan, including long-term strategies to cover all areas of the assessment and additional growth opportunities in BI program management and advanced analytic capabilities. Further details outlined timelines for each area of implementation, expected impacts of the change on organizational performance, necessary financial and human resources to enact change, and alignment of SRTA’s business plan with other inter-governmental efforts within the State of Georgia.

The assessment captured general enterprise pain points, including knowledge management, requirements gathering, understanding roles and responsibilities, data awareness, process redundancy, and workload management. These themes often emerged due to business units existing in a silo, meaning work was often repeated or delayed when data was shared, or needed to be accessed across business units.

The Result

SRTA POSITIONED FOR SUCCESSFUL DIGITAL TRANSFORMATION

 

Upon completion of the current state assessment, Avaap collaborated with SRTA leadership and with their BI resources to deliver one future vision document that included the vision for the ideal future state, as well as several quick wins to help bring SRTA closer to achieving the vision. Additional input from other regional transportation partners helped flesh out the vision that SRTA built to become a part of an agency network for data sharing and analysis. The quick wins outlined were again shared with SRTA leadership and partner organizations to bring awareness and a call to action in the larger data transformation project led by the IT and TPI offices.

The final roadmap included several recommendations around resource hires, policy creations, role assignments, technology implementations, and KPIs to keep track of the progress along each strategy over a three-year period. The business plan was readily accepted by SRTA leadership as a starting point for their data transformation effort. Avaap was a trusted partner throughout the assessment period and was invited to help begin the implementation phase of the recommendations and first stages of the roadmap, including the definition of requirements management system and streamlining knowledge of data sharing and access.

Following the assessment period, SRTA continued to leverage the relationship with Avaap to help execute the first stages of their roadmap.
